Tut:

Step 1. Open new image 900*900

Step 2. Add Paper 15 and add mask to the layer and merge visible

Step 3. Add Frame4 and resize as needed

Step 4. Add Element 36 on top of frame layer and resize as needed

Step 5. Highlight Element 36 Layer and using your magic wand inside the frame delete all the inside part of Element 36

Step 6.  Add Sparkle 7 and rotate 25 degrees right

Step 7. Duplicate and mirror Sparkle layer

Step 8. Add Element 35 rotate 25 degrees right

Step 9. Duplicate and mirror Element 35

Step 10. Add Element 39 and resize as needed

Step 11. Add tube on top of the paper layer and change the layer to Hard light

Step 12. Add text
