Step 3: Using mura meister
copies wallpaper rotate until the whole image is hidden
Step 4: Duplicate layer and
hide the copied layer
Step 5: On the bottom layer
use motion blur twice
Step 6: On the same layer
Using these settings on radial transmission Radial Size 7, Rotation -50 Blend

Step 7: Unhide the
duplicated layer and use Gaussian Blur Radius 25 twice and change
the blend mode to multiply
Step 8: Add tube
Step 9: Add text
